Look for a product called "Dura-gloss Nu-Glass", it will clean all that film off. It's like a wax for pretty much any glass application. Cleaned up my step mom's maxima lights, and the acid rain off my hatch. Her headlights looked pretty much just like that. Pretty amazing product.

$12 - nu glass

$150+ - a piece for new factory headlights.

I think I'd try that first one. lol.
